History	Lugia was captured by a criminal organization known as Cipher and subjected to their experiments. The experiments had caused Lugia to close his heart and reveal to be their ultimate Shadow Pokemon XD-001. Greevil had seen use for this new shadow pokemon. His first order was to attack a ship at sea, the S.S. Libra. Lugia was forced to do the old man's dirty work as incidents continued to arise in Orre. Eventually being summoned one last time by Greevil, Lugia came face to face with Michael and eventually was snagged. Cipher afterwards was scattered with their leader demoralized. Lugia was purified only by a ritual, but the virus that made him into a shadow pokemon had only laid dormant. After that Lugia was released and returned to his home where he had remained. Years after his release, Lugia had lived his life without any other incidents, but in his mind though that the deeds he done as XD-001 had haunted him. However, the times of peace had did some good as he had communicated to the other legendaries through Psychic powers. That peace had lasted as long as he thought it would, but it was not to be. Nightmares of his past experience under Cipher's control had sometimes woke him from his sleep. The ship that he attacked, the experiments it had reminded him of what he is. Keeping it from the other legendaries would be the toughest part the Diving pokemon would have to do. The peace had ended on one fateful day. Lugia had risen from the sea only to see the dead walking the earth and pokemon fighting for their lives. The Diving Pokemon has gotten into contact with Giratina via psychic powers on what was happening. With the undead walking the earth once more, a fight for survival had began and the first order of business was to help the legendaries to find a cure for the outbreak that was going on.
Appearance	Lugia is a large Pokémon that resembles a dragon, a plesiosaur, and a bird. It is primarily pale silver-white, but it has blue undersides with slightly varying tones. It has a ridged mouth similar to a beak, although it has pointed teeth on its lower jaw. Its head has a point to the back, and Lugia’s eyes have pointed blue or black spikes on them. Lugia has a long, slender neck and a smooth, streamlined body. Dark blue or black plate-like protrusions run down the length of its back, and there are two smaller, more pointed ones on the end of its tail. It can fold back these plates to increase its speed. It has large wings that resemble hands.
Personality	Lugia fears his shadow form would once more reactivate and once more close out his fellow legendaries. Developed PSTD from Cipher's experiments on him. A sense of conflict within his mind sparks in his dreams. Within them his shadow form beacons to be released. All of it etched into his head from Cipher. Each day though his mind remembers that horrible place that he's been locked up in, the torturous experiments, the injections, all of it. He's been losing sleep each night from the nightmares.

Welcome, brother. There are just a couple of things to adjust before you begin.

How did you come to know the move Surf? If it was taught to you by the people at Cipher, it needs to state so in your user notes.

I would like to know more about your personality, brother. Outbreak guidelines state that personality needs to be at least one decently sized paragraph long. Include some more details about yourself; I am sure we’d all like to hear about your quirks, characteristics and relationships with others.
